With the existence of the Grand Exchange, cash that a participant goes to some other participant, and money that's gained frequently comes from different players as well as creatures, quests, etc.. The only reasonable way to fix this is to create players give back to the game, eradicating the occurrence of circulating coins. I'm not very educated about this Araxxor thing, however I believe a step in the ideal direction could be providing incentives for players to spend their money in such a manner that it doesn't go to another player.
